The Taoyuan Bilingual Program for public Elementary schools, including 7 Bilingual & Innovative schools and 43 Bilingual highlight schools invites foreign educators to educate the next generation with an EMI approach (English as a Medium of Instruction). It is promoted by the Ministry of Education, aiming to improve English proficiency, starting from a young age.

To cultivate global citizens with a global vision, to increase the opportunities for students to speak English, and to improve the teaching effect of English, Taoyuan city government has strengthened the team of foreign teachers and local bilingual teachers. The program targets raising the interest in English communication among teachers and students and to encourage foreign teachers to exchange excellent teaching models from their home countries.
